The Sublime Adventure – XXXII. Our Constellation (2 of 7)

The Constellation Government

In a local universe, constellations are autonomous units,
each being governed in accordance with its own legislative
enactments.

Constellations function as the lawmaking body while the
local systems serve as the enforcement units.  The Salvington
government is the supreme judicial and coordinating authority.

While the supreme judicial function rests with Salvington,
there are two subsidiary but major tribunals on the capital of
each constellation:  The Melchizedek council and the court of the
Most High.

All judicial problems are first reviewed by a council of 12
Melchizedeks who have had certain requisite experience on the
evolutionary worlds and on the system headquarters worlds.  They
formulate provisional verdicts which are passed on to the court
of the Most High, the reigning Constellation Father.  “The mortal
division of this latter tribunal consists of seven judges, all of
whom are ascendant mortals.  The higher you ascend in the
universe, the more certain you are to be judged by those of your
own kind.”

The constellation legislative body is made out of three
groups:  The lower house of ascenders, a group presided over by a
finaliter and consisting of 1000 representative mortals.  Each
system nominates 10 members to sit in the deliberative assembly.
“On Edentia this body is not fully recruited at the present
time.”

The mid-chamber of legislators includes the seraphic hosts
and their associates, other children of the local universe Mother
Spirit.  There are 100 members and they are nominated by the
supervising personalities who preside over the various activities
of such beings as they function within the constellation.

The advisory body of constellation legislators consists of
the house of peers – the house of the divine sons.  This corps of
10 legislators is chosen by the Most High Fathers.  “Only Sons of
special experience may serve in this upper house.  This is the
fact-finding and time-saving group which very effectively serves
both of the lower divisions of the legislative assembly.”

“The combined council of legislators consists of three
members from each of the separate branches of the constellation
deliberative assembly and is presided over by the junior Most
High.”  Its function is to sanction the final form of all
enactments.  [P487 & 488].
